Shenzhen is a city born by innovation. It released the first share of new China and sounded the “first hammer” of Chinese land auction. At the beginning of the establishment of the special economic zone, Shenzhen took the lead to break through the old concepts, spread new ideas and explored innovative paths for the Chinese reform and development with several “top ones”. Facing the transformation and development period at present, Shenzhen releases the articles of national autonomous innovation demonstration area of the special economic zone, promotes the “top ten action programs” of innovation and realizes a splendid change through innovation again, thus becoming the pioneer of innovative development under the economic new normal in China, the “capital of creators” and “city of innovation” in the mind of people.

It keeps strengthening the innovation ability. Three labs of Nobel Prize scientists, Institute for Advanced Study in Information Sciences led by the Turing Award winner, 5 innovation centers of the manufacturing industry and 7 overseas innovation centers were established. Shenzhen Cyberspace Laboratory was approved for construction. The R&D input of the society reached more than 90 billion yuan. Its proportion in GDP was improved to 4.13%. It newly increased 195 innovation carriers of various types of the municipal level and above, and had 1688 in total. It won 15 national technology prizes in 2017.

Its innovation-oriented industry keeps being expanded. It newly increased 3193 national-level high-tech enterprises and there were 11230 in total. Liuxiandong Strategic Emerging Industry Headquarters Base, Bao’an “Internet+” Future Sci-tech City, Longgang Apollo Future Industry City and Pingshan Julongshan Intelligent Manufacturing Future Industry Accumulation Area sped up the planning and construction. It successfully held activities, such as the 19th China Hi-tech Fair, China (Shenzhen) Innovation & Entrepreneurship International Competition, 2017 National University Cybersecurity Association and global premiere pilot of intelligent driving bus. The added value of the high-tech industry increased by 12.2% and that of the emerging industry increased by 13.6%; its proportion in GDP was improved to 40.8%.

It keeps completing the integrated innovative ecosystem. It released “36 articles” of strengthening intellectual property protection, set up the intellectual property management organization, established Shenzhen Intellectual Property Court, approved China (South) Intellectual Property Operation Center, set up Nanshan Intellectual Property Protection Center and put it into operation, and sped up the construction of national intellectual property demonstration city. It also set up the Angel investment guidance fund and set up the compensation fund of intellectual property pledge financing risk. It also newly increased 3 national “mass entrepreneurship and innovation” demonstration bases, including Futian District. In addition, it formulated and implemented the talent work stipulations, took the lead to set up the “talent day”, established the talent park, founded the state-owned wholly owned talent group, held the 15th CIEP, newly increased 12 full-time academicians and had more than 5.1 million various talents, thus providing support for the innovative development.

In May 2007, the governments of Shenzhen and Hong Kong jointly signed the cooperation agreement of “Shenzhen - Hong Kong Innovation Circle”, marking the formal start of its construction. The primarily designed Shenzhen - Hong Kong Innovation Circle focused on Shenzhen Huanggang Port and Hong Kong Lok Ma Chau Port and was based on the area covered by one-hour range of driving. On this basis, it took Shenzhen and Hong Kong as the innovative central cities and radiated towards the Pearl River Delta area with two-hour range of driving as the radius. During the three-year action program after the agreement was signed, it completed the construction work of 8 innovative bases, 12 service platforms and 4 major special projects. In particular, they jointly brought in the high-tech industry project Dupont solar energy project, the governments of Shenzhen and Hong Kong were conferred with the “award of the best investment promotion” by the 2nd World Investment Forum of United Nations Conference on Trade and Development.

Shenzhen High-tech Industrial Park (hereinafter referred to as “Shenzhen High-tech Park”) was approved and established by Ministry of Science and Technology in 1996, with the planned area of 11.5 square kilometers. Through the 20-year construction, Shenzhen High-tech Park has focused on constructing the world first-rate high-tech park, promoted the innovation-driven development strategy, sped up the optimization and upgrade of the high-tech zone and promoted the “double-improvement” of the self-dependent innovation ability and industry competitiveness, thus becoming the banner of autonomous innovation in Shenzhen.

Founded in 1999, Shenzhen Virtual University Park is the first innovation-oriented demonstration base of industry-university-research combination that integrates domestic and foreign institution resources, which was constructed according to the mode of one-campus and multi-school, city-school co-construction. It is a “national university tech park”, “national high-tech pioneering service center”, “post-doctoral scientific research workstation”, “technology pioneering internship base for university students”, “demonstration base of industry-university-research combination of Ministry of Education in Guangdong Province” and “Guangdong base of science and technology talents” certified by related ministries, provinces and cities. It has brought in 58 domestic and foreign famous universities. It has accumulatively trained 260,000 various personnel, cultivated 182 postdoctors and boasted of 9 peacock teams.
